It appears to mention the Wiesbaden Government President, "Dr. Von Meister," who was probably Karl Wilhelm Von Meister (1863-1935). There is also a signature of "Dr. Von Meister," but I don't know if the signature is his. 1908 is the year on the first page. 1910 is dated on the second page. There is another signature on the second page, but I don't know who it is.Document measures approximately 8 1/4" x 13". 4 Pages. Only two pages have written content.Document is in antique condition. It has folds, tearing at the edges and folds, and holes at the folds. There is curling along the outer edges. The document has discoloration, marks, creasing, and stains from age, handling and storage. The paper is fragile.
