1969 short paid French airmail cover Israel taxed using 40ag New Years stamp

Description: 1969 incoming French postage due mail: 9 SEPT 1969 postmarked air mail cover sent from PARIS to TEL AVIV & underfranked at 0.80Fr; the French post office marked the cover for tax using the fraction method instituted as of 1 Jan 1966 by the Universal Postal Union's (UPU) Vienna convention, of the sending postal administration indicating the amount owed as twice the deficiency in the numerator and the base letter surface postage rate in the denominator - here the cover was deficient 40c for the 70c rate, and charged 80c as the tax. Tied on front by numbered circular cachet of the French censor. In Israel this ratio was multiplied by the country's base (worldwide) surface letter rate of 30 agorot, where the resulting postage dues came to 34ag and this was rounded to the nearest available denominated stamp - here as 40ag tax, paid at TEL AVIV-7 post office on the 16th using a 1969 New Years frank (Ba #436); opened at back & cut open at left.
