Description: 1961 incoming German postage due mail: 14 SEPT 1961 postmarked air mail cover sent from MUNICH to TEL AVIV, but short-paid at 60pf & taxed by the German post office for double the deficiency, which came out to 23 gold centimes in the international format of that period. Prior to Israel's currency reform from Pounds to Liras on 1 Jan. 1960, when the 1/1000 fractional Pruta became the 1/100 Agora, Israel's exchange rate with gold centimes was 6:1gc; after the currency reform it became 0.6ag:1gc: as such the 23gc was converted to 13.8ag, rounded to the nearest possible denomination of 15ag for the postage dues charge, here paid at TEL AVIV-187 post office on 18 Sept. using a single 1960 Town/airmail Ba #188 frank; front-stamped 22 Sept. TEL AVIV-87 (Tel Nordau branch office) delivery; back-flap missing.
